If it's in a heated garage why not use grid power for the block heater?
A 600 watt block heater is going to use about 5 cents worth of power every hour it's on.

It really sounds like you need a warm air intake.
There's no plugs in this garage lol. It's a community garage for my apartment. I might be able to run a light socket to plug conversion into my tiny little storage unit's light bulb.

Where do I start with a warm air intake? Just run some ducting back to the exhaust manifold?

Power means zilch to me - thing is though, Subaru's are real easy to modify. That's why there's so many little 18 year old wanna be drifters with them - but I really wanna see how far you can take them in the opposite direction.
