General rule I follow is that when it drops and stays below 40F, the snow tires go on, regardless of whether there's any snow. Above that the all seasons go back on. I don't see snow tires as a bad expense (if you have a spare set of rims anyway) as they offset miles I'd be putting on my other tires.

Up to you. I know some interesting folks to drive in Vermont year-round with all seasons and manage to stay out of ditches.
