You don't need to power the fan to turn it on, you can simply ground the fan relay
via a switch in the cabin if you want a manually turn it on and off.
I've added a manual fan switch to a few cars I race at the track.

On my 2017 Ford Fusion it does throw a "soft code" when I scan the PCM but
has never thrown the check engine light.
