I think Musk did not expect the automation problems on the Model 3 production line, nor the initial battery production problems in the Gigafactory, nor the supplier problems.
If that had all worked out to plan they'd put out more than double what they put out now, and the economy of scale would have made the $35.000 model viable by then already.
Of course, as long as the market readily soaks up the top range Model 3's it makes no sense at all to build base models yet. But they will be built once the premium market falls below Model 3 production capacity.
