I can see it being false economy in some cases unless you can mount and balance the tires yourself. Good new tires for my car can be found for as little as $40 on a sale because they're pretty small tires. Mounting and balancing make up a significant portion of total cost and happens more frequently if using used tires. Worse, is be missing the part of the tires' life with the most grip and traction. So, I'd add some cavests.
