On my control board, the precharge and main contactors were timed. They clicked when they should have, but only if the throttle was there and was in the dead zone between forward and regen.
If there is no HV pack, the motor won't move. The 12V battery used for the controller ONLY provides power to the control board.
I didn't check if the IGBT drivers fire with no HV pack. I assume that they would, since the control board doesn't really know if the HV pack is there .. at least it didn't in my version.
