I suspect the public expects the company that owned, operated and made money from the plant would also pay to clean up the plant.

The public didn't shut down Vermont Yankee, the owners did. They had 18 more years on their operational permit when it closed.

The same thing happens all over the place. A company extracts the profit from a resource for decades: mine, power plant, factory, etc and then leaves the cleanup to the public.
