Your quotes from NHTSA can be summarized as "EV manufacturers don't have the long term experience with batteries that they do with conventional fuels". That's not evidence that batteries are less safe.

You're also wrong about ICE vehicles always holding the largest market share. We're at the beginning stage of developing EVs, yet ICE vehicles have had 100 years to develop. The low hanging fruit of improving ICE vehicles has been picked. A year over year increase in EV market share has been ongoing since 2011.
