It has been 20 years since I moved, but isn't there a process where you can get a 1 year one time exemption?
You can braze the manifold cracks for a short term repair. I haven't had a lot of success with welding but the brazing I did lasted many years. I have also used 3 gaskets and longer bolts, and a roll of exhaust fix it tape.
You didn't indicate whether or not you did anything major to repair before secondary smogging.
