JM, have you considered replacing the standard flasher with one of the electronic variety?
They don't care about bulb load. They are programmed to flash at a constant rate for the guys who have too many bulbs on circuit and a standard flasher will just remain on or flash too slowly. I have never tested one for a vehicle with too little load but I am certain it would continue to flash constant. I have one in my Geo and it stayed constant even with one bulb blown.
