For fast flashers with LED, you can pull out your flasher and open it up, then set up a circuit on the bench (12v batt, flasher, LED bulb), and try holding a capacitor (say 220uf) in parallel with the ones on the board till you find one that affects the rate. Then try different sized capacitors till you find a rate you like. Then solder blob it into place.
Or find a "trailer flasher" like Shultz mentioned.
