The concept offends me on a fundamental level.

I'm not going to listen to a mall cop any more than I'm going to listen to any other employee of the mall. Why should we subject our own people to incarceration by mall cops? Arrest, trial and punishment are civic functions and it's important that they stay that way: if we're going to treat people that way, we should own it.

There's already too much of a profit motive with public servants (I got more busts, we seized more property, I'm known as tough on crime). I even drove through a town a couple months ago whose only industry was a 15 mph speed limit on the state road and a radar gun. The guy in front of me got nailed. We don't need the profit motive to be more literal and hidden behind a corporate board.
