True, Tesla doesn't want to sell a single Model 3 for $45,000 CAD. However, the danger is that while Tesla software limited the Model 3 their competition just dropped the base price. So when a customer goes shopping for a $45,000 EV they see:

Tesla Model 3 - 93 mile range
Chevy Bolt - 238 mile range
Kia Niro - 239 mile range
Hyundai Kona - 258 mile range

Also, Tesla's advertising is based on free media exposure. Articles that say "Tesla launches cheaper Model 3 with 150 km (93 mile) range" isn't good for the brand. Most people will miss the context and just see the headline.

(No different than the general public's belief that the Volt is an electric car with a 50 mile range)
