11 year olds are children. A child's lack of regret for committing a crime has to be read differently than your or my lack of regret.
By having written off these areas for so long, the state is an active participant in the conditions that these kids are "raised" in and bears a great deal of responsibility for them. They shouldn't meet that responsibility by shooting children.
