Gridscale community solar farms are buying in for $2.15 in my area right now. So the $2 billion would buy about 1 GW nameplate. The capacity factor for upstate NY is not quite 14%. So $2 billion would buy 1,200 GWh/ year here. But many days near zero for three months in the winter when electric heat is needed. But solar is receiving big incentives for home dwellers with an electric bill which get a "meter runs backwards" full credit for production and 55% of the installation in an income tax refund.
