The only time I got under 40 MPG driving my mom's Prius was doing pizza delivery with it one day when I had something going on with my Insight. It was very cold outside, I had a very aero-killing sign on top of the car, and the day was filled with short trips on a cold engine most of the time, and I got 38.9 MPG for the day.

I drove it for a few days recently while waiting for a catalytic for my Insight and got around 50 MPG doing deliveries around town with that ugly sign on the car. I took it on the highway on one run and got 36 MPG at 70 MPH....but that was with the aero-killing sign.

Other than that it's always above 40 MPG, regardless of driver and driving style. The Prius is a really efficient vehicle.
