Used tires were already taxed- and most places I've seen selling used tires probably aren't the strictest when it comes to keeping books anyway.

Gas can't be ignored, its use needs to be discouraged so it still needs to be taxed more. But hybrids and EVs use tires just like other vehicles, and in the right proportion to their damage to the roadways: their weight and miles driven affect their tires the same way SUVs' weight and miles driven affect their tires. Use and abuse the roads more, pay more. Don't like it? Drive something smaller that doesn't hurt the roads as much.
