I made a cap bank with similar (slightly larger) sized capacitors. You get the effective farads of caps in a series by dividing by the number of caps in series, so 6x 3.0v 350F caps =effectively 1x 16v 58F capacitor.
This cap bank *will* start a small car engine, but you get basically one shot at it, it's a little slow (starts like a weak 12v battery), and if the car sits more than maybe 16-24 hours the self drain in the caps will prevent the car from starting.
I'd say that cap bank is most appropriate for pairing with a small battery, which would keep the caps charged and contribute to the cranking amps. A 20ah LiFePO4 battery with the cap bank would be a nice combination.
