I think you covered it. Personally I wouldn't spend much money modifying a $750 car with 200K miles. Drive it and do the maintenance required to keep it safe and reliable. The items you list are cheap and give good results for the minimal cash spent.

If the OP wanted to spend lots of time but little money an underbelly pan made of discarded political signs could be an option.

#1 for me would be a good set of 4 winter tires on used wheels.
