I think you covered it. Personally I wouldn't spend much money modifying a $750 car with 200K miles. Drive it and do the maintenance required to keep it safe and reliable. The items you list are cheap and give good results for the minimal cash spent.
If the OP wanted to spend lots of time but little money an underbelly pan made of discarded political signs could be an option.
#1 for me would be a good set of 4 winter tires on used wheels.

Duct tape covered cardboard combined with zip ties is pretty much free and mostly waterproof. I used it for a while to test out mods on my Civic and it performed quite well. Used it for grill blocking, wheel covers, and wheel skirts.

Scan gauge will be in the works soon as I finally have an OBD2 car. I need to do something with the grille as it's barely holding on, night just remove it and build a solid grill out of coroplast for now. When you say psi I assume you're talking about compression, in which case I don't know yet, but the car runs great. I'm planning to get two junk yard wheels and putting snow tires on the front

PSI as in tire pressure. Run at least max sidewall (usually 44 or 51 PSI). 60 PSI for the dedicated, and 80 PSI for the extreme (me ).

Well I normally run about 10% over max sidewall rating in summer, and run vehicle spec in winter. Not sure whether to call it winter or not as there two feet of snow on the ground since Thursday

I do not know what to call that, it snows here, but I think that we only have two feet at once every ten or twenty years.

When I live is semi arid, so normally we get 4-5 storms a year that are at most 2", this storm we got is far from normal, and in fact much of the state got as much or more snow in this storm than the annual average snowfall. About half is melted already so we may get fall still.
