The survey would be self-reported, so the definition of off-road would be up to the individual. People would probably hold "off-roading" as an ideal, and therefore be inclined to report that they had gone off-road when perhaps it was just a gravel road.
To that end, I posted a video saying I went off-roading in the Prius when I maxed out the traction and clearance heading to a trail-head that all reviewers say requires a high clearance vehicle and 4-wheel drive. When I got to the top, the only other vehicle was a jacked up truck with mud tires and a winch. One Youtuber commented that I was clearly on a road, and I agreed, so I changed the title.
