It's an issue of comfort and, rarely, even safety sometimes. It's been mostly in the 20's this winter which is absurdly warm. Most winters we have at least 2-3 weeks where it doesn't get above zero in the afternoon, and -20F happens a few times a year after dark. When I lived up in the mountains I saw -40F a couple of times, which makes things behave pretty bizarrely. For one, the LCD in the cluster freezes and you can't tell your speed, RPM or fuel level. Rubber tires don't feel like rubber, and sometimes gasoline even starts to gel and won't flow through injectors.

When it's 20 below zero, a steering wheel can burn your hands, even through thin gloves. I usually suck it up, but sometimes when I'm going somewhere with my wife I'll warm the car up for 10 minutes and get the interior surfaces up above freezing.
