750F at 25v would mean 2.7v 7500F caps! I'm thinking it's probably 27v / 300F, with 10x 3000F caps in series.

If possible, yes. Otherwise this could be a realible, inexpensive off the shelf way to allow reduction of a lead acid battery by 75% or more. It wouldn't need to handle starting duty. Good weight savings and no cold start issues.
