The warmer it gets,the more evaporation,and increased relative humidity (latent heat).You can see these atmospheric rivers coming in off the Equatorial Pacific Basin,and once it experiences enough condensation nuclei at supersaturation temperature,we get the extreme precipitation events.The Jet Stream affects all that.And the Polar Vortex affects the Jet Stream.And the Polar Vortex is a function of polar heat.
We've had over 8-inches rain for the year so far.A very unusual 'winter.' I've got lichens and English moss growing on the truck.At breakfast,this morning,one of the retirees mentioned that he's only been able to play a single round of golf for the year.It's interesting.
