The more advanced civilization wouldn't do such things. If you haven't noticed, civilization has grown less violent over time.
There are instances where less advanced civility and government pop up, but they run on borrowed time. Like a car with low oil pressure, it can sputter along and then coast for a bit, but in the long run dysfunction is not sustainable.
