I don't buy it. Patents have to be specific enough, and if someone had no clue how the thing they patented would work, when someone figured it out, they would be happy to take any amount of money to "license the patent". Then there's the fact that companies ignore patents all the time. I'd simply make the thing, and when someone complained that they owned the patent, I'd ask them politely to demonstrate their idea with a working example.
