It is pretty safe to assume that COVID 19 is in every population center in the USA large and small. We simply don't have the testing capability to confirm it but this has been circulating in the USA for 3 months now.
Two problems with your idea for ID people that have had it
Scientific: We don't have a test to confirm someone has had the infection after they have recovered. We don't even have enough tests to test everyone with active symptoms.
Human Nature: If you gave people an identifier that allowed them back to normal activities a large number of people would lie. We already know sick people are going to work because they don't have sick time.
