To be very fair, the federal bureaucracy played a big part in slowing down testing, though the POTUS probably had no interest in navigating it to speed things up, nor would he be able to if he wanted to.
But now the "we should have heard sooner" excuse coming from Pompeo, Moulton, Banks, etc. is beyond pathetic and disgusting in trying to avoid responsibility. Unfortunately, they might actually get away with it.
