The grain of truth in the WHO saying "don't close borders" is that closing borders to one country doesn't stop people from transiting through another country, while the more effective measure is quarantine and monitoring all arrivals.
Even so, that's not foolproof since there's always some risk of a person spreading disease, so closing borders is now widely accepted when the epidemic is really bad. It's like quarantining cities or regions, crude, but undeniably lowers risk for the outside population.
