The grain of truth in the WHO saying "don't close borders" is that closing borders to one country doesn't stop people from transiting through another country, while the more effective measure is quarantine and monitoring all arrivals.
Even so, that's not foolproof since there's always some risk of a person spreading disease, so closing borders is now widely accepted when the epidemic is really bad. It's like quarantining cities or regions, crude, but undeniably lowers risk for the outside population.

The point of N95 masks is to prevent infecting health care workers that have work in close proximity to people that have the virus. The one way valve is to make the mask more comfortable to wear by reducing moisture built up inside the mask. Health care workers should be trained on how to properly wear a N95 mask.
A N95 mask does nothing to prevent the person wearing it from spreading the virus.

Especially if you don't actually close the border but instead ban certain groups from entering the country while allowing other groups with the same exposure to enter. Which is what almost every country with a "closed" border is doing.

55%. This is why I say using a bandana has to be just about as good.
All these fools in the grocery store wearing masks and no eye protection. They're wearing 2/3rds protection thinking they're covered.
The point is really for health care professionals that interact with sick people, and sick people to wear masks. A mask on a healthy person is next to pointless.
