You don't. Doing so would mean you would have to exhale through the filter, which is restrictive, which means you will build up CO2 inside the mask. (You can actually get masks that do this on purpose simulate training at a higher altitude)

The most likely scenario with the valve blocked is that you exhale through leaks around the mask and then suck air back in through those leaks before they close again. Cover the valve and exhale and you will see what I'm talking about.

Not true. 25% of people with COVID 19 have no symptoms but are still spreading it through the air when they breath and talk.
