When my folks moved the family here from Toronto in the mid-80's, the population was 21k.
It's still 21k. Like a lot of Canadian/U.S. cities, the big factories and good manufacturing jobs went away in the 90's/00's, so the council started marketing to lure retirees away from nearby bigger cities -- cash in your big city real estate and live some place quiet & inexpensive. Seems to be working?
