Whether or not Kitzhaber broke the letter of the law is inconsequential in my view. Best practice is to avoid even the slightest possibility of the appearance of impropriety, and especially when holding positions of authority. Women inspire men to make terrible decisions (not necessarily deliberately). Captains run cruise ships into the ground trying to showboat to girlfriends, metaphorically and literally speaking.
I'm not putting together the connection with conspiracy analysis though.
