You could build it like arrowheads Spirit of ecomodder model used bicycle wheels in the short-term put the birdcage over the top of it and as Julian said spandex with a paint to stiffen it or shrink wrap( the cheap3-7mil stuff down at the marina would be fine for this approach ). All you need is the wheelbase/width and the cage exterior dimensions. you could skip filling superstructure other than hardpoints for mounting The Birdcage. I would suggest a phone call to the manufacturer to get dedicated locations of the cage structure set your hard points don't have to move from prototype shape testing to practical application.
Clamps like this would work nice.
