Yes, CarMax sells rental vehicles - all dealers do. Most of their cars come from wholesale auctions and rental companies send a huge volume of cars to auctions. (You should go to a wholesale auction if you get the chance - they are CRAZY)

Dealers also sell their loaner cars which are just rentals that the customer doesn't pay for.
