If one party can take the reins of government, yes. But with each party broken apart into its factions you would defeat the very premise of the Hastert Rule- any ruling coalition would dissolve if its factions were sufficiently independent to simply say no to things it really opposed. What we have now makes every faction a prisoner to the leaders of the party that the faction feels tied to- or rather, a prisoner to the most extreme faction of that party.
If the two parties were broken up into several their cooperation would be broad based... and limited. Efficiency would be based on things actually important to large groups, not tied to what one or two senators (or a bloc of 10 or so reps) want. Those fringe froups would be pushed to the fringes instead of being able to hold everyone else hostage because they happen to be in the party that happens to hold a majority at the moment.
