The District of Columbia is controlled by Congress, and any power that the City government has is granted to it by Congress. So while laws are laws, the city government does not have the authority to tell federal agencies what they can and cannot do on city streets (unlike, say, Portland, OR). The Bureau of the Department of Agency is well within it's rights to tell the DC Mayor to piss off if the Mayor issues a decree that interferes with the Bureau's operations.
