They showed the go fast video and tick tack clips which were likely a bird for go fast and an commercial airliner for tick tack. The only one that's really a mystery is the gimbal clip. Since the object appeared to be flying straight, fairly level and subsonic it was probably something man made or unremarkable. They referred to the object as plural so we're only seeing one of how many?

The District of Columbia is controlled by Congress, and any power that the City government has is granted to it by Congress. So while laws are laws, the city government does not have the authority to tell federal agencies what they can and cannot do on city streets (unlike, say, Portland, OR). The Bureau of the Department of Agency is well within it's rights to tell the DC Mayor to piss off if the Mayor issues a decree that interferes with the Bureau's operations.
