My starter motor now works great and is securely mounted, and the evap and O2 sensors are all showing up "ready" and "ok" on my scan tool. Ran a great 55 mile test loop. Without my upper grillblock, without EOC or P&G, without even neutral engine on coasting and with the alternator on full time I still got 55.7 MPG freeway at steady speeds that ranged from 55-65 (mostly steady 60 MPH). After the test loop, I brought the car home 10 miles on the freeway with heavy hypermiling and brought the 55.7 average up to 81.5 (was favorable downhill much of the way).
FINALLY READY TO SMOG TEST THIS CAR!

I will rebuild Black and Green over decades as parts die, until it becomes a different car of roughly the same shape and color. My minimum fuel economy goal is 55 mpg while averaging posted speed limits. I generally top 60 mpg. See also my Honda manual transmission specs thread.
