Those ones actually pivot. I don't know if it was on all B-52s, and I don't think it's on any other planes.
I've sat through a few crosswind landings and they're pretty unsettling. In something the size of a B-52 (and with the load it generally carries), playing with the landing gear makes a lot of sense.
