The 3/5ths ~compromise was political blackmail. "The North" had industry, "The South" had agriculture, and they both had slaves. The (less poulated, more rural) South wanted to equalize their political power by adding 3/5ths more power (probably per slave owned), so 1+n(3/5). Sound familiar? The Electoral College was originally apportioned using the 3/5ths compromise. Sound familiar? The less populated states want more voting-power. Tumbleweeds get voting-power. Open land gets voting-power. People? People get unequal voting-power depending on what state they vote in.
And, the politicians in VA wanted the EC because they had the power with it. That's why so many presidents were from VA.
