I understand the logic, but that looks regressive.

It is the Oregon Legislature's position that the fuel tax and registration fees are designed to raise money for transportation infrastructure. It is also their position that all drivers should contribute to paying for those roads and that all drivers should pay a similar amount of tax to fund that transportation infrastructure. So the less you pay in fuel tax the more you pay in pay in registration fees.
The future plan is that every driver will pay a flat fee per mile they drive on Oregon roads.
