Yes and no. Older vehicles are generally less fuel efficient and are the ones owned by less wealthy people, and newer cars tend to be more fuel efficient and owned by more wealthy. But, the wealthy tend to purchase larger vehicles, which are less fuel efficient. Some less wealthy people purchase inexpensive and highly fuel efficient vehicles...
Roads should be funded from the general fund as needed. Fuel taxes should only be levied to target consumption goals and contribute to the general fund. Registration expenses should cover only the cost of recording ownership.

It is the Oregon Legislature's position that the fuel tax and registration fees are designed to raise money for transportation infrastructure. It is also their position that all drivers should contribute to paying for those roads and that all drivers should pay a similar amount of tax to fund that transportation infrastructure. So the less you pay in fuel tax the more you pay in pay in registration fees.
The future plan is that every driver will pay a flat fee per mile they drive on Oregon roads.

That will be quite regressive. I'll pay nothing since my commute is zero. Wealthy people can afford to be closer to work.
Everybody benefits equally from infrastructure regardless if they use it directly or not.
Maybe I should pay nothing for police and fire services since I've never called them.

My friend's dad had 100% of his brokerage customer's data on a DOS box that was 15 years old when it stopped booting. I had old hardware from a scrap heap at work that happened to take the hard drive without issue.
He gave me $100 for recovering his whole careers worth of customer data. Not complaining because I expected nothing. Plus I'd cost him a lot I'm sure during my youth.

Sometimes it's quite shocking to notice most of the hardware which used to be mainstream became obsolete beyond any chance of remaining viable, not even resorting to some minimalist Linux distro.
