This is how you know they haven't built one and taken it out it the real world, on a real road and driven it above 25mph.

Yes you can have power steer via torque vectoring, with a controller that can react every 1/30th of a rotation. At 800kgs and with skinny tyres, it would only have to function at parking speeds.
As for hub motors, who knows? A fair few E-Motos are going that way.
