The problem of spent nuclear fuel being stashed all over the place is a purely political one. The problem of how to recycle and dispose of concentrated waste isotopes had already been solved by scientists and engineers, then politicians got involved and left us with the worst possible plan imaginable which was a decade of no waste recycling and leaving raw spent fuel, which is the most dangerous of conditions to pile up in temporary storage.
