Yes, it's typical to have the power balance for acceleration, while intentionally limiting top speed below the drag-limited top speed.
Tire technology doesn't exist to allow actual terminal velocity to be achieved.
The Plaid, with the frontal area and weight of Cybertruck only requires 82.8-horsepower tractive energy to maintain a constant 130-mph. Bragging rights and halo cars come at great cost.
