A lift kit doesn't add any surface area, as such. Unless you make the suspension mushier, allowing for more body movement, it shouldn't hurt.
Most car bumpers are low enough that they hit pedestrians low in the legs. A harder bumper won't change that and shouldn't really be a factor in the pedestrian's injuries. I realize you're also asking about a lift, but an inch or two shouldn't change this.
