Gasoline is a global commodity so enough gasoline will be refined to meet global demand. However, if the USA uses less gasoline there will be less global demand and less total gasoline consumption.

The EIA (Energy Information Agency) believes US gasoline consumption peaked in 2018 and will decline from here as our vehicles become more energy efficient.

However, the USA has gone from an energy importer to an exporter. We export Oil, gasoline and natural gas for the world market today.
