I've even heard of homes with 240V 100 or 150A mains needing to be upgraded for an extremely costly price just to legally install a level 2 EVSE.

No doubt some people will need to upgrade their electrical service if they want to charge an EV at home. We have seen this movie before when A/C become affordable and people had to upgrade their service to install A/C
How old is your in-law's house that it only has a 30 amp panel? My research says that is pre-1950's tech. Even my 1943 duplex has been upgraded to 100 amp service on each side.
Apparently about 1965 100 amp service became standard and today 200 amp is pretty standard.
