It's not optimistic, it is a law. It was in some white papers I read some time ago although it's not exactly what's needed here
If it is a law, then this comment will reveal my ignorance: if 7.6 lbs consumes 1bhp then how does my 106 hp engine propel my 2100 lb car? See what I mean? Clearly, I don't understand something here ....

I will rebuild Black and Green over decades as parts die, until it becomes a different car of roughly the same shape and color.
